The Packaging and Packaging Waste Regulation (EU) 2025/40 replaces the 1994 Packaging Directive. It entered into force on 11 February 2025 and applies from 12 August 2026. It sets binding, EU-wide rules on packaging design, recyclability, reuse targets, and Extended Producer Responsibility.
Yes. PPWR applies to every economic operator that places packaging on the EU market, regardless of where the company is established. Non-EU sellers shipping directly to EU consumers must appoint an authorized representative in the EU.
From 1 January 2030, at least 40% of transport and e-commerce packaging must be reusable within a reuse system under Article 29. The target rises to 70% by 2040. From 2030, online sellers must also offer a reusable shipping option at checkout that is not made less attractive than single-use options.
